Add Check Dialog Box
Because JCAD3 displays [Open] Dialog Box, it specifies an opening file
name. When starting this command, thecommand which was starting before
it is automatically ended. When the object exists already, it displays
the dialog box of the addition confirmation. When not adding, it executes
[New] command automatically.
